Is it possible to go from Maine to Arizona with an suv pulling a 17 foot Hi-Lo and a Miata behind the Hi-Lo. if not in what states would it be illegal.

Barry, I am afraid you are out of luck. There are a few states and Maine is not one of them that allow you to tow a vehicle or another trailer behind a 5th wheel trailer. You are towing a normal ball and hitch trailer, so you cannot tow another trailer behind a ball and hitch trailer.
Even if you were towing a 5th wheel and you wanted to tow a vehicle behind it in the states that allow it, you may not have the proper driver's license to do it. A lot of the states that allow this towing combination require that you have a commercial driver's license with a doubles endorsement. The rules vary by state.
The only alternative you have to bring the Miata along is to have someone follow you in it during your trip. I do not think that this would be a cost effective way of traveling, so I am afraid that you are going to have unhitch from your trailer and use the SUV for your sightseeing trips.
If you are concerned about the security of your Hi-Lo travel trailer when you are not hitched up to it; I would suggest that you invest in a Trailer Hitch Coupler Lock.
